Engineering Services Network (ESN) of Arlington Wins Contract Worth Up to $24.5 Million from the Space and Naval Warfare Systems Center (SPAWAR) Pacific

ARLINGTON, VA – Engineering Services Network, Inc. (ESN) announced today it was awarded a contract worth up to $24.5 million from the Navy to support the Space and Naval Warfare Systems Center Pacific Integrated Voice Networks Branch and provide telephony network support.

The award is an Indefinite Delivery, Indefinite Quantity (IDIQ) cost-plus-fixed-fee contract, said ESN Program Manager Gerald “Jay” Cavalieri. He said the three-year contract includes two, one-year option periods, which if option periods were exercised, would bring the potential ceiling value to an estimated $41.2 million.

Under the contract, ESN will provide technical support for the Integrated Voice Networks Branch (Code 41330) and the Integrated Voice Communications System (IVCS) Life Cycle Support Facility (LCSF) in performance of the In-Service Engineering Authority (ISEA) duties, and other voice communications duties and assignments.

Required technical support includes design, redesign, upgrade, and maintenance of electronic equipment and systems and their associated computer programs on board Navy ships and shore government sites.

A significant portion of the support includes the in-service maintenance and upgrading of the Integrated Voice Communications software programs. Required engineering and technical support also includes the development, maintenance and upgrade of software and databases.

Also required is the development, maintenance, and initial presentation for training curricula associated with those assigned equipments or systems, generation and maintenance of technical documentation, and performance of verification and validation tasks.

Mr. Cavalieri said the work will be performed at SSC Pacific facilities, on Navy ships, and at other government sites in San Diego. The work is expected to be completed by April 29, 2017.

The contract was competitively procured via full and open solicitation and publication on the Federal Business Opportunities website and the SPAWAR e-Commerce Central website.
